“Hong Kong has long been a favoured destination for refugees, drawn by the city’s relatively wide access to international travel and reputation as a safe place to live. But Hong Kong has yet to sign the 1951 UN Convention Relating to the Status of Refugees, so those seeking asylum must often wait for months, or even years before officials can decide whether their refugee claims are genuine or not. Since they have no right to secure employment while waiting, the asylum seekers must learn to survive in one of the world’s most expensive cities with a monthly government subsidy of about HK$3,000 (US$390) and charity donations.”
